[sv-bc] unique/priority if/case if no match

Hi,

For case, the LRM says,

If the default statement is not given and all of the comparisons fail,
then none of the case item statements shall be executed.

The LRM should clarify that this holds for unique/priority if/case also
if there is no match.

It may seem obvious to us, but I have seen this misinterpreted according
to the reasoning that they are like full_case and therefore one of the
branches should always be executed.

I'll put this on Mantis when it returns.

Thanks,
Shalom
