Thanks Stu and Gord on your inputs.  Latest Rev now addresses issues 1-3
raised by Doug.  Please let me know what you think?  

Erik Seligman sits in the cubicle one isle over from me and he keeps me
posted on what 2005 is doing.  He just gave me a very minor update which
I'll post into the proposal tomorrow (need more clarification from him).
I am fine with either waiting on this or just basing the language on
2005.  

I think we all agree with getting this semantic change through so either
option is fine with me.
