Don,

This new line,
"Parameters shall be resolved starting in the parent scope of the
instance," 

leaves the following line still unfixed:
"A hierarchical identifier in a parameter override shall be resolved
starting in the context of the configured instance."

Also, in the first, I think "Parameter identifiers" is better than
"Parameters".
