6.24.3 relates to queues both as arrays and not as arrays:

"Dynamically sized arrays (dynamic, associative, or queues) of any of
the above types" 

and

"Bit-stream casting can be used to convert between different aggregate
types, such as two structure types, or a structure and an array or queue
type".

The language definitely needs to be cleared up.

But if queues are full-fledged unpacked arrays, and I think they should
be, then it should be possible to do assignments between arrays of
different types, like the way one could do an assignment from a
fixed-size array to a dynamic array or the reverse.
