I don't think import declarations should be allowed in
parameter_port_lists at all, but should instead get their own section in
the module/program/interface header.

The parameter_port_list rule in the BNF is also used for parameterized
classes.
I do not thing it is your intention to allow these import statements in
the parameter lists of classes. Your text only mentions modules,
interfaces and programs, but you might want to add something to say they
are not allowed for classes.
