It isn't clear whether a continuous assignment with the same wire on the left-hand and right-hand sides should be able to wake itself up. If so, then the += would make the simulator go into infinite oscillation. If not, then it represents something non-hardware-like. There is no reason to allow assignment operators in continuous assignments when the behavior is guaranteed to be something useless.
