We have been using the term 'unpacked array' to collectively mean any
unpacked array fixed-sized, dynamic, associative, or queue. I'm sure the
intent here is to only allow fixed sized unpacked arrays.

Change D4 6.6

b) An unpacked array or unpacked structure, where each element has a
valid data type for a net.

to

b)A fixed-sized unpacked array or unpacked structure, where each element
has a valid data type for a net.
