An intent of the first (aggregate_constructors7_as_friendly_amended) of
the two changes approved for

was to enable any constant_primary that evaluates to a positive number
to be used as a casting type.  For example, see the usage of the result
of $bits() as a casting type in the proposal for

Mantis 933 is for clarification of the sentence in 6.24.1: 

"A positive decimal number as a data type means a number of bits to
change the size." 

Looking at the BNF, I guess that for that to occur, the casting_type
must be either constant_primary (which includes
ps_parameter_identifier).

Is the meaning that the casting_type must be a number or that its value
must be a positive integer? 

Any why decimal? 

It is not clear what is legal here and what is not.
