[sv-bc] D3 5.7.1: assigning constant numbers to a logic data type

In Draft 3, 5.7.1 says, "Sized negative literal constant numbers and
sized signed literal constant numbers are sign-extended when assigned to
a logic data type, regardless of whether the logic itself is signed."

I think this referred to a reg in 1364.

Brad has already remarked that one assigns to a data object, not a data
type.

I want to mention that it seems to me that the sentence should refer not
just to the logic type, but rather to all (or at least most) integer or
integral types.
