In Draft 3, 27.15.2 is,

27.15.2 trireg strength

The trireg net type models charge storage nodes. The strength of the
drive resulting from a trireg net

that is in the charge storage state (that is, a driver charged the net
and then went to high impedance) shall be

one of these three strengths: large, medium, or small. The specific
strength associated with a particular

trireg net shall be specified by the user in the net declaration. The
default shall be medium. The syntax of

this specification is described in 6.3.2.2.

 

However, 6.3.2.2 does not describe the syntax of specifying trireg
charge strength. If that is what is desired, the most logical xref seems
to be to 6.6, which contains Syntax 6-1.

Even in 1364-2005, this xref was not good. There, this text was in
7.13.2 and xref'ed to 4.4.1, which describes charge strength, but not
its syntax.
