I agree. Substr() provides the option to take a slice of a non-constant
width, but that doesn't mean that SV couldn't define a part select on
string in addition to substr().

You are correct that slices of strings are not defined, but I see no
reason why one should not be able to do so instead of having to use the
substr() method.
