My fault; I didn't know that string is considered a bit-stream type.

Anyway, I don't think the two definitions interfere with each other, at
least because there is no such thing as a part select of a string (only
a "bit" ("character") select). Our discussion is relevant only for part
selects that select more than one element.

A string type IS a bit-stream type, see 4.16.
