Hi, Shalom -

I had to re-read the sentence slowly four times to parse the sentence 
to come up with my counter proposal, and when I was done I still was 
not sure that my counter proposal was correct or equivalent. I 
believe the sentence needs to be stated more clearly; hence, the 
counter proposal. Logie has also raised an issue with the same 
proposal. I believe we can discuss this item and fix it quickly in 
committee. You did most of the work, I just re-wrote it to make it 
more clear to me. If others find it clear as is, then I will be 
out-voted and will not shed any tears.
