$signed() and $unsigned() are already in the list of conversion
functions at the start of Clause 17.

Yes, it is intended that these should be regarded as conversion
functions,
and allowed in constant expressions.

As Shalom says, they are actually mentioned in 17.8, but not obviously.
They should also be included in the lists at the start of clause 17.
