My bad. Brad is correct - thanks for the correction.

Anonymous programs are indeed allowed in packages. That would make
Surya's original example correct.

This is incorrect.  From 16.6:

"Anonymous programs can be used inside packages or compilation unit
scopes..."

And from A.1.10:

"package_item ::= ...
	| anonymous_program
	..."
