I don't think the working drafts are necessary. This part of
the C standard has been stable for a very long time. You can
get what you need from a current published edition of

          ISO/IEC 9899:1999(E)

The electronic copies of this standard can be purchased for
a very reasonable price at the ANSI web site.

The critical element in my opinion is 5.1.1.2 Phases of Translation.
SV is in dire need of this clarity. If we go down this path, I would
like to see the framework include the phases involved in IP 
decryption processing.
