This is enforcing syntactically that the only blocking assignment_operator with which you can you use a delay_or_event_control is =.

   blocking_assignment ::= operator_assignment
                       ::= variable_lvalue assignment_operator expression
                       ::= variable_lvalue = expression

There are no square brackets around delay_or_event_control, as there are in nonblocking_assignment, making the delay_or_event_control required.

In 1364-2005, the square brackets appear. This appears to be an error in 1800.
