A.1.4: list_of_port_declarations BNF rule

I recommend closing this issue, The BNF is not intended to be
implemented as a Yacc file - it is intended to be informative

[Shalom: ] The issue here was that the current BNF implies that
parentheses without a list of port names in a module declaration. e.g.,
"module m();", implies that it is an ANSI-style port list, where it is
not (possibly open to argument).

 

Without connection to that, let's be precise. While the BNF is not
intended to be implemented as a Yacc file as is, it is still normative,
not informative.

whereas 1223 relates to 1364.
