Yes; the model is that dimensions are nested.

     A = '{3:'{4:1, default:0}, default:0}

leaves A[3][4] == 1 and 0 elsewhere.
Both default clauses are needed because there are two
assignment patterns used here.  The inner one must
construct an entire row of the array.
