I agree with you and suggested the same for this ballot issue (235)
during the SV-EC face-to-face.  Dave was of the opinion though that
there would still be a problem with dangling references.

There is a ballot comment from Entity-4 on section 11.4.2, concerning
static tasks with reference arguments.  The proposed solution is to
forbid static tasks and functions having reference arguments.  This
indirectly forbids hierarchical references to formal ref arguments.

I wanted to point out that there is a less restrictive solution: directly
forbid hierarchical references to formal ref arguments.
