[sv-bc] bind and implicit nets

Though bind behaves as though the program were instantiated at the end of
the module, I presume that undeclared identifiers in the instantiation port
expressions will not cause implicit net declarations?

Not only would this be an implementation problem, but it would presumably
be undesirable anyway.  With the bind being separated from the module, it
would be especially easy to make mistakes in the port names.  If these
get "fixed" incorrectly by implicit net declarations, it could be hard
to debug.
