[sv-bc] Minor modification made to SV-315's proposal

Hello SV-BC,

We found one slightly confusing paragraph in the "bind" proposal.
A new version has been uploaded with the following change.

This sentence:
References to a bind_instantiation's parameters from outside the
bind_instantiation shall not be considered to be constant expressions.
This implies that hierarchical references to a bind_instantiation's
parameters may not be used outside the instantiation in various contexts
including module instance parameter overrides, type descriptions, and
generates.

 
Was changed to this:
Hierarchical references to a bind_instantiation's parameters may not be
used outside the instantiation in any context which requires a constant
expression. Examples of such contexts include type descriptions and
generate conditions.
