[sv-bc] extended proposal for 217

Someone came to me with some confusion about packed structs with mixed
2-state/4-state fields. I decided that my proposal might not have been
sufficient to clarify it. As a result, I have uploaded a second version
of the proposal that I think would help more. The major change is to
make the description of packed structs more similar to the description
of packed arrays.
