I'm not really opposed to this. And I like the concept of
distinguishing argument passing from argument binding.
But it would be nice to see more consistent discussion of
"argument binding" elsewhere in the LRM.

current proposal. BTW, note that the current proposal
has a minor flaw. "5.4" in the proposal should be "5.6".

Users habitually ignore warning messages.
My preference is to leave these as hard errors, and then
allow tool vendors to provide switches which downgrade
these errors to warnings. That way the user has to
explicitly acknowledge that they are living life on the edge.
