I propose to replace the verb "change" with "specify".

Otherwise it is not clear if package binding in a configuration is illegal
or a no op.

In section 22.1 after the sentence:

A configuration is a specification of which source files bind to each
instance in the design.

Add a new sentence:

A configuration may change the binding of a module, macromodule, primitive,
interface, or program instance, but shall not change the binding of a
package.
