RE: [sv-bc] RE: task/function prototype syntax question

Stu,

I agree that a C function prototype does not require inclusion of
the names of formals, because these only provide commentary.
(Most C function prototypes include them though.)

This change was between 3.0 and 3.1. (3.1A just preserved the change.)
