[sv-bc] is interface declaration allowed in module?

Section 19.2 says that an interface may be declared and instantiated
in a module. But in the bnf I don't see how an interface can be
declared in a module. As far as I can see, an interface can only be
declared at the top level (as a description) or as an interface item
within another interface.
