While I can file an erratum, I wouldn't expect it to be resolved any
time soon. Meanwhile, the tools will continue to work the way they
always have, regardless of the LRM text. I would suggest that the
rules for struct members not wait for the rules for hierarchical
references. If it is desired that they should depend on those rules
somehow, then that should just be stated.
