Yes, the keys can be mixed.  The LRM specifically describes the order in which the kinds of keys are applied (member, then type, then default), with each only applying to fields not set by a higher priority kind of key.  See the bullets after "The matching rules are as follows:"

A couple of questions about assignment patterns:


1.   Can different types of keys be mixed? I.e., Can structure member name keys be mixed with member type name keys? I don't see anything to forbid it.

2.   What if two such keys apply to the same member? Based on what the LRM says about duplicate keys, I would guess that the last one takes precedence.

3.   What about mixing structure member name/type or array index keys with positional assignments ? I would guess that should not be allowed.
