The IEEE does not publish release notes or a marked-up version of the standard. The only way to get that information is from the Mantis system. I have created a short link to a mantis changelog at http://tinyurl.com/1800-2012-changelog.

What is the recommended way to see an overview of what has changed from 2009?  Is it a Mantis search?
