[sv-bc] Updates to the LRM need to be reviewed for accuracy

To all P1800 Technical Committees,

Draft 3 of the LRM is now available. All of the changes made to the LRM
for this PAR need to be reviewed. The Technical Committees have until
November 30th to flag any problems in order for those changes to make it
into the next Draft. The final cutoff date for filing Editorial changes
for the Ballot Draft is Dec 26th.

Below is a reminder of the process for reviewing the updates:

All of the mantis items that currently have their status set to
Completed will need to be reviewed for accuracy. The following process
should be used.

1. When a problem is found with the updates made by the editor

    -- The mantis status should be set to Editor.
    -- A note should be added to the mantis item which explains the
problem.

2. When the changes made by the editor are correct

    -- The mantis status should be set to Closed.
    -- A note should be added mentioning that the updates were made
correctly.
