I agree with Dave that syntax as complicated as this should not be in
comments. I think we should extend either Syntax 35-1 or Syntax 5-3.

Can the impoverished attribute syntax of Syntax 5-3 really carry the weight?
Why not use/extend the `pragma directive of Syntax 22-8?
