I fail to see why the LRM gives rules like

    { packed_dimension } [range] or
    { packed_dimension } range

for example, local_parameter_declaration and
port_type respectively. A packed_dimension is the
same as a range, with the exception of open
packed_dimension. The latter is only used for import
dpi functions, and even there only a single open
packed dimension is allowed. Would it be better to
wipe out the mention of range in favor of
packed_dimension? It would probably help if the
quirk in footnote 9 (import dpi function) was made
into a separate data type with an explicit single open
packed dimension as an alternative. That way the generic
rule for packed dimension would indeed be identical to
range.
