The LRM states that each initialization RNG is seeded with the default
seed, and that the default seed is an implementation dependent value.

I interpreted the reference to "the" default seed as saying that this was
the same value for all instances. However, someone might stretch this
and say that their implementation-dependent default is a different
randomly generated value for each instance. If you accept this alternate
interpretation, then your answer is "It is implementation-dependent."
