Based on Stu's latest email concerning observed overlap in BC and EC changes
I did an analysis of all of the BC and EC changes that were submitted for
Draft 4.
My conclusion is that there are no conflicts requiring correction. There are
two conflicts that exist:
1. Section 7.3 was completely replaced by SV-BC while SV-EC made a change of
a var to a ref. The new section does not include the example so the EC
change has no impact.
2. Section 17.6 was completely replaced by SV-BC while SV-EC added a new
paragraph defining global time precision. Both changes need to be made.
All other changes appear to be complimentary.
