Some historical information:

Verilog-XL did not support macros with arguments. They were added in the
IEEE 1364-1995 standard, but were not universally implemented in tools
(rather like instance arrays). Verilog-XL still doesn't support macros
with arguments, but NC-Verilog supported them from the start. I don't
know about other tools. As vendors add support for Verilog-2001 features,
I would expect these neglected Verilog-1995 features to get supported also.

So while macros with arguments have technically been around for over seven
years, they may still be new to most users.
