SystemVerilog add the ability to use the result of an assignment
operation in an expression, but does not specify what type is returned.
I propose that the LHS determine the type. This is the same as ANSI C.
Add after the last paragraph in section 7.3:
The type returned by an assignment operator shall be the type of the
LHS. If the LHS is a concatenation, the type returned shall be an
unsigned integral value whose bit length is the sum of its operands.
