The error message you are seeing is probably due to using 'make' in conjunction with files located on an NFS (network file server). The file server's date/clock is probably ahead of the date/clock on your machine. Hence the time skew. This has nothing to do with SystemC, and everything to do with how you synchronize time between your servers and the resulting timestamps on files. The 'make' utility relies on file timestamps (last modified) to determine what is "up-to-date" versus those files that need recompiling.
