If you are using VCS as the Verilog simulation software, the command named 
"vpd2vcd" can translate .vpd file into .vcd file. VCS generates a .vpd file 
for the waveform of the simulated Verilog sources.

VCD file is in text formating:
 1. $timescale
     1ps
    $end

 2. $scope module xxxx_name $end
     ....
    $var wire    1 3!   TDO $end
    $upscope $end

 3. $enddefinitions $end

 4. $dumpvars
    ......
    $end

 5. #10000
    .......
    #20000
    .......
    .......

And, you can use the attached C code to read the VCD file.
