Yes, it turns out that OSCI changed servers and I must have had a page
cached somewhere from the old server. On clearing out my disk and
memory cache (and history, for good measure) I got to the new web page.
So anyone with access problems should check their browser and clear it
out and try again (you may need to restart for this to take effect)

It seems as though this maintenance has dragged on past Sunday,
through the US memorial day holiday, and on to today.
I know one of the SystemC people, and I'll email him that there's a
problem, although I suspect he knows.....
